FEDERAL BUDGET PROCESS

This two-day course provides attendees with an introduction to the Federal budgeting process.  It
covers budgeting terms, responsibilities, schedules, processes, and decision points.  Participants will
be given a scenario and will generate a budget request to form a new department.  Their request will
flow through the entire approval process and the first year of operation.  There is no "school solution"
or required answer.  Each attendee will "assume" several different roles in the process and will be
required to make hard decisions.  The course is 2 days in length and grants 16 Continuing
Professional Education units.

OBJECTIVES

At the conclusion of the course, attendees will be able to:

  • Discuss the Federal Budget Cycle
  • Correctly use Budgeting Terminology
  • Use accepted techniques to develop a budget request
  • Estimate budget needs per quarter
  • Explain the role of various agencies and departments
  • Understand Antideficiency Act restrictions        
  • Prepare for a Mid-year review

Class consists of lecture, workshop, and group discussion with heavy emphasis on case studies

AUDIENCE

This course is designed for Budget analyst, program managers, supervisors and managers who need
to be familiar with the Federal Budget Process.  It is particularly useful to new government
employees or employees new to budgeting.
