FEDERAL BUDGET PROCESS FOR NON-BUDGETING PERSONNEL

This is a FUN three-day seminar that starts from "ground zero" with attendees who have little or no
budgeting knowledge and provides them with a step-by-step introduction to the Federal budgeting
process.  It uses lecture, class readings, and practical exercises to actually create a budget.  
Emphasis is placed upon doing and decision making.  It covers budgeting terms, responsibilities,
schedules, processes, and decision points.  Participants will be given a scenario and will generate a
budget request for a department.  Their request will flow through all three phases of the Federal
Budget Process. During the Formulation phase, attendees will be introduced to guidance provided
in OMB Circular A-11 and the Eight Standard Budget Estimating Techniques.  Attendees will follow
their request through the Congressional phase to understand the concept of Authorization and
Appropriation.  The different type of funds will be discusses along with restriction on their use.  
During the Execution phase, attendees will prepare an Operating Budget for the department and
request funding by quarter.  The flow of funds from Congress to the individual base will be detailed.  
Attendees will prepare for a Mid-Year Review and provide advice for supervisors.


OBJECTIVES

At the conclusion of the course, attendees will be able to:

  • Understand the Federal Budget Process and use the  budget vernacular correctly
  • Use accepted techniques to develop a budget request
  • Estimate the personnel cost in both dollars and Full-Time Equivalent (FTE)
  • Prepare a budget for a typical agency and Estimate budget needs per quarter
  • Understand Antideficiency Act restrictions
  • Understand the laws and regulations concerning the control of funds
  • Prepare for a Mid-year review

This course is designed for employees who have little or no knowledge of budgeting and who need to
be familiar with the Federal Budget Process.  It is particularly useful to new employees, employees
new to budgeting, or employees considering entering the budgeting field.
